Plot: Now retired from his career as a Universal Soldier, Luc Deveraux is working as a technical adviser on a top-secret government project to design a smarter cyborg warrior known as S.E.T.H.. Another bad sequel

I liked the original universal soldier, when this one came out I was not exactly sure what I was in for, I was hoping that it would be decent, and unfortunately this was another straight to video flop that shouldn't have been made. The first flaw of this movie is the fact that at the end of Universal Soldier Luc Deveraux (Van Damme) only wanted to get away from the war environment, he wanted to go home and lead a normal life away from what they had made him become.
At the start of this movie he is working for the government and he is trying to help make the UniSol program better... the same program he tried to destroy in the first movie, so the premise already begins in a bad way. The movie just goes down hill from here.
