Early seventies slasher that has a creepy atmosphere but then it is wasted on goofy hijinks when it needs to be scary.

A thriller based on a real life series of murders. It's equal parts biography and unashamed fabrication, while also having documentary style shots and narration at certain points. That docudrama approach would've worked better without the off-setting falsehood of the dumb character tropes and goofy comedy that you'd only see in a movie. However, the murder scenes are handled with scary conviction. They are on par with the early slashers of the '70s. Most of them, anyway.
