Sweaty crime drama about a Jamaican police chief (Washington) caught in a web of politics, greed, and murder. Not surprisingly, Washington is very good as the straight-laced lawman forced to navigate through dangerous twists and turns. It helps that he maintains his moral compass since the rest of the movie is chock full of untrustworthy or evil characters.
