You're not alone. I finally watched this film earlier in the year after what felt like ages of hearing/reading about how good it was supposed to be.
While I wouldn't go so far as to call it "shallow" (after all that's really relative to society and Hollywood - but this is a discussion for some other time), or quite "underdeveloped" I would call it severely over rated.

Right on when you called it "creative and hilarious". Who would have thought a movie about a dog show would be even remotely funny - yet this one is a riot throughout. The great contrast between how serious these characters are and the absurd things that happen to them is terrific. So many great performances here. Levy is ALWAYS funny; Parker Posey is incredible as a frantic dog owner, and John Michael Higgins as the openly gay character is priceless!

Almost forgot about Eternal Sunshine of the Spotless Mind. If only he can delve into these type of films. You've got to see Django Unchained by the way. I enjoyed I. Basterds but I felt this was just classic back to basics Tarantino.
