It was actually nominated for the 1989 best picture (though the awards always take place a year later). There were a lot of good movies nominated for 1989 included Born on the Fourth of July, Field of Dreams and My Left Foot - all of which outstanding films in my opinion.

Maybe you knew this but the reason why the sound effects sucked 1) could be the copy you saw as up until june it had not been remasted. And 2) It was originally all shot in Italian, then all sound effects and voices were redubbed in english. Every person there spoke Italian except Eastwood. I had the same opinions the first time I saw it until I learned of this fact.
