Hopeless sequel that rewrote the entire premise and threw out all the elements of the original that made it interesting. The action is reasonably well-handled and Michael Ironside's gleeful villain is quite watchable, but the script writer seems to just be making it up as he goes along. Incoherent to the point of becoming nonsensical.
