Promising Set-Up Deteriorates

The film literally starts with a bunch of people running for shelter, from a nuclear attack, and some end up in a barricaded area underground. The rest of the time is spent in this one location with this group of strangers as they try to survive. The story is quite unpredictable and the acting is decent, but we don't get to know these characters and have to watch them deteriorate on a mental and physical level. In the middle of the film, the group becomes divided and there is no reason for some of the characters to turn bad. We get one glimpse of the outside, but the puzzling circumstance is never explained or followed up on. The ending was just the cut-off I was expecting it to be, which isn't a good thing. Too much nastiness for the sake of nothing.
