When THE NEPTUNE FACTOR isn't boring, it's bafflingly silly. This is mainly due to its lame special effects which simply comprise of regular sized fish bumping into toy submarines. Ernest Borgnine is the only one really taking thing seriously though even his performance is kind of campy. The underwater photography is sometimes good looking.
