Solid action scenes cannot prevent this grimmy Eastwood thriller from reliance on cliched characters and sleazy exploitative moments whether it be an attempted rape scene or casual dismissal of police brutality. It's Dirty Harry w/o the wit or style but arguably twice the violence.
