Semi-comedic examination of the judicial system through the eyes of an honest lawyer (Pacino) who is sickened by the corruption and incompetence surrounding him. His latest headache is defending a judge (Forsythe) on allegations of rape and complicating matters is that they loathe each other. Pacino is good as the seemingly alone sane man. There's a few appearances by familiar faces that are amusing like Jack Warden as a daredevil judge; Jeffrey Tambor as a sardonic defense attorney; and Robert Christian as a wisecracking crossdresser. These lighter moments clash with some heavy darker moments.
