"Intelligence" gives a so-so probability and the government and the citizens follow it to a fault. One will figure this out, as well as what's really going on, rather quickly and the film suspects that shakey car chases, running, and near subway collisions will frantically distract you. While the goal may be to make one revel in the reprocessed thriller (better versions include Enemy of the State), which summons nothing even remotely original, others may simply not care that HAL from 2001 had a younger daughter or that Shia has facial hair.
