Action: 3/3 + Comedy: 0/2 + Good vs Evil: 0.5/1 + Love/Sex: 1/1 + Special Effects: 0.5/1 + Plot: 0.5/1 + Music: 0/1 = 5.5/10 or 55%.
It's an interesting, albeit used, premise. Sometimes Verhoeven's infatuation with sin, absolute power, sex, and blood works (Robocop, Starship Troopers), but here he fails. What we wind up with is a made for TV quality yawner that's completely stupid in nearly every facet. Why 1 star then? The premise and getting to see Elisabeth Shue in various underwears.
