Action-O-rama with lots-O-action

Okay, I am a bit ashamed for liking this movie because asides from lots of action there isn't much to this film. Plus the unbelievable nature of the action is way over the top. Still, I find myself enjoying the movie for what it was. An action film in the spirit of a bad Arnold Swartzenegar movie (little plot, lots of explosions, and the bad guys all have terrible aim)
There were several aspects/questions I couldn't get figure out when it came to this movie.
1) Do normal vice squads normally have this many resources at their disposal?
2) How are they so rich?
3) Why would they put drawn out love scenes in an action film?
If you have the answers, I wouldn't mind hearing them.
