As far as low budget/indie horror projects go, I think Anthony Scott Burns did the most with what he had. Dream visuals are dark and bit too arty and the shadow man could be a bit more intimidating - but overall the atmosphere is tense throughout. Julia Sarah Stone stands out as the vulnerable teen and while some may think the ending a cop-out, I like that it calls into question everything that you've seen. Worth a watch for fans of more slow burn horror.
