Steamy and raw Brazilian melodrama is an enjoyable movie where nothing much really happens. Great performances from the 3 leads and some dynamic location shooting help the movie zip along at a nice pace. Not quite on a par with City Of God, a movie that Lower City was compared to (the Brazilian connection) but a few notches above most of the output from Hollywood these days.
