Plot: The puppet-maker Toulon discovered how to imbue his work with life, but killed himself to protect the secret. A guilty pleasure. I remember watching a lot of these Puppet Master series from the video store. As direct-to-video go, you could do worse. They're not high art, but are pretty fun to watch. B-horror at its best.
